Funky unusual Puffer Jacket with ruffle / skirt

This reminds me of the puffer jackets from the 90s. This has zero tags on it. I think it fits like a medium. I take a large typically and it's snug on me. I believe this is down filled. Pricing this low as I have no information on it but its a fun, unusual and warm jacket. Ruffle has a raw edge and has some strings coming off it it as pictured.
