George Ladies hi-cut Panties/Underwear Size 2X

never worn. bought these for my sister, but they were too small for her. They only went halfway up her legs. For reference, my sister wears a size Plus 13 in underwear, usually in the fruit of the loom brand. These might run on the smaller size based on the reviews I read after I already bought these for my sister. People in there said they fit around a size large, so these might fit around an L-1XL? Maybe measure to make sure? I've added the size chart.
