Gorgeous pencil satin/silk skirt with lacey print

Got this beauty at a sample sale and it has no fabric identification tags on it. Is it satin or is it silk? I’ll never know... but maybe you know fabrics better than me? Because of this lack of information, I’ve been reluctant to tackle the small stains on it (see photos) and am pricing it low.
