Halter Style Top in Black

NWOT is this dress/casual top in black from Rue21. Size on tag is XL so I am thinking this brand runs small. Top measures 16 inches arm pit to arm pit and has an semi open back. Elastic along the back panel to ensure it stays in place. The photos on my pc look blue but the top is really black.
