Highlighter green wrap blouse with puffed sleeves

Color is a cool highlighter neon green, and fabric has a but of a shimmer when moving. Without tags but never used. My sister bought it in Germany, I believe it is an European brand. I would say it fits like a Medium. Nice punk piece with a glamorous twist.
