Does this have shoulder pads? And if so, are they sewn under lining or on top?

@martaaw93 hi, so sorry for the delay...
the waist is approximately 16" measuring straight across, so 32". The waist is slight, the fit is not body hugging. The length is approximately 37" from the back at the top of the collar to the bottom of the dress. It's very classy & sharp with heels like the peep toe snake skin look heels for sale in my closet😁Hope that helps.
