is this a men's or women's sweater? Is the 23" length from the top of the rollneck to the base? Or from the neckline seam?

I re-measured from the neckline seam, 21.5". the cowlneck itself is 3". Could be unisex, but I wear a size 12-14 and it fit like a sweater like this should, a bit baggy.
