Jerusalem Brass Bell

A brass bell on a stand from Israel marked Jerusalem on both sides, with a blue background on one side and red on the other. It was probably made in the 1980s; there is a maker's mark on its underside but I can't make heads or tails of it. It stands 5 3/4" tall, is 4 3/4" wide and 2 1/4" deep.
