LA hearts/PacSun burgundy shortsleeved dress

i bought this dress online on the pacsun website from the brand la hearts in a size small. i was disappointed when trying it on as it was much to big on my chest/shoulder area. i never got around to returning it and it has never been worn so it is good as new with tags. i’m a size small with a 34C chest for reference.
