L/XL NWOT Navy Blue High-Low dress

Bought this a long time ago off an add on Instagram and I don’t have the brand or size tag in it. It has lots of stretch and looks amazing on. The High-Low hem covers the knees. The ruffle cap sleeves can be worn up on the shoulders like I have in photos or off the shoulder too. Pit-to-pit : 17.5” Waist: 15” Front length : 33.5” (top of chest to hive hem line) All measurements where taken flat and since it has 15% spandex there is a lot of give.
