As i said is a wide calf .When you close the zipper all the way up .The widens is 7.5 inches .Open laid flat is 15 inches .And is 2 .5 inches heel .
Mesure your daughter calf in round circle .That should give you less then 15 inches for your comfort .

17 inch closed wow ,something is wrong that size .That size is huge . That will be Special order from scrach.
Regular calf is around 6.inch or less .Wide calf is an 1.5 inch more .
I have a feeling this will fit .
what you gave me as a size ! This Lady she is over 6.foot 5 highed ?

The messurment that she send you is not correct.
Anzip the boot lay it on a flat place and measure it from one corner to the other
in inches ,not CM please
