Lapis floral leopard-print sundress

Grey and pink floral leopard-print tiered sundress by Lapis. Smocked. The fabric is mesh with lining underneath. I'm not sure if it's to be worn with the black straps, or if the front string bow is actually supposed to go around the neck...? Top to bottom hem is 31.5" long. Size XL Excellent condition
