It's close, but I wear size 23, and find that blouson-y styled dresses have to be really fitted at the waist to flatter me.

@el_mc that makes sense! With your petite frame at 23 inches, the dress will fit a little more baggy on you which isn't ideal. I have a little black dress posted and the waist would fit you perfectly if you're interested in some other dress options
