Measurement taken is with clasp hooked up to widest clasp. On shortest clasp measurement is just under 12inches. Keep in mind, this is an elastic band with a bit of stretch. Straps are elastic too. Such a pretty pink with beautiful lace detail Love the cross cross strap on back I bought 2 and didn’t end up wearing this one! I am a B-cup
