Size 38 is like US Size 8; approx. measures laid flat: - waist 16” - rise 9” - inseam 30” - hem flare 9.5” 98% cotton and 2% elastane. Very good condition. See the matching jacket in my closet. Jacket is slightly larger at size 40.
