MM6 Maison Margiela boots size US 10

Brand new MM6 Maison Margiela ankle boots size on the tag EUR 39 but fits bigger like size US 10. Although, these boots are brand new they have discolouration here and there that looks like a blue ink from a pen. I showed the most visible marks on the photos.
