You can click on the item and listing details will show up. on the bottom right side, there's a button that states "offer/price drop" you click on that, and there's two options that show up: the one you want to select is "offer to likes (private)" I hope this helps!

mag1csh0pcloset @herringchocker Do you mean "likers"? The first option won't work if the item doesn't have any likes. You can only select the first option and give discount privately to likers if there are likes. But if you select the second option which is "Edit Listing Price (public)", it'll notify the likers of the item and it'll be a public sale.
