LIP SERVICE Tutu Petticoat. I bought this in the mid 2000s, I believe it was labeled as O/S. I'd say it fits S/M comfortably, possibly up to L. Works great under pleated mini skirts to add some volume. Waist measures 13" across, and stretches up to 17".
