NEVER WORN - Turquoise knee length dress, ruffles

Turquoise dress with rufffles up top. Knee length. Elastic waist band. Never worn. Selling because it’s too big despite the tag saying it’s a small (it would definitely fit a medium). Made of polyester. Tulle-like exterior but it has a softer fabric for the interior lining.
