NWOT Black Embellished Mini Dress/Top

I have never been sure if this is a dress or a top but I feel like it can be worn as either. The upper part of the top is embellished with beautiful fabric roses and plastic beads. Super fun. Size tag says medium but I think it is more like a small. Please take note of the measurement tags to ensure a good fit.
