This dress is brand new without tags. I bought it for an event but ended up wearing something different and then grew out of it. It's a super cute piece with interesting detailing. It is long sleeved, has a scalloped v-neck, and is a button down. It is a fit and flare construction. The fabric is stretchy cotton, so it is very comfortable and breathable.
