sorry for the delay. I would say yes and if he/she is chubby or mixed with a terrier I would say small.

@star_girl911 Size 10 (XS) is 11 ins from back of neck to bottom hem (tail);, and 7.5 ins across shoulders from leg hole to leg hole. Size 12 (S) is 12 ins from neck to hem, and 9 ins across shoulders. Depending on size of chihuahua, one or other other should fit.
