NWT JS Collections Black Ruffle Evening Gown 4

I purchased this dress recently to wear to a holiday wedding. It is absolutely gorgeous and an absolute keeper for me, except that the top is too large on me. In my rural area, having it altered is problematic :( Please see measurements; there is some stretch to the top fabric as well. I hope someone will wear this dress out and love it too!
