NWT Perceptions New York Crop Open Cardi

This is one of a kind! I have never seen anything like this piece. It is a fully ruffled open front, the sleeves have a rouching and 3 little black buttons, and there are shoulder pads, but they can be taken out.I have shown a picture of them. It is a crop cardi and can be dressed up or down depending on what you wear with it.
