NWT blue hi low flowy skirt

Super cute high low skirt. Purchased to wear at a wedding but didn't fit me properly. Has liner as outer material is sheer. 17 inches long in the front and 34 inches in the back. Elastic at waist. I would say it would fit best on anywhere from 24" waist to 28" and still be comfortable. Never worn only tried on.
