@robinwallouch can you measure them, please? My legs aren’t big but sometimes I do find some boots are tight at the top.

The very top of the boot circumference is 15.5 inches, the lower boot (because it goes wide at the top to narrow at the bottom) is 11 inches. I am normally at 39 but after one wear, I knew they were too small so I bought another pair (so angry with myself) in size 39.5. So I would say they fit small.
