Old school vintage Tripp nyc (Torrid?) black mini skirt with red tulle

Black miniskirt with black lining and red tulle detailing. Thick black and silver built-in belt. Loved it, and wanted it to be my style, but never quite made it. It needs a new home outside of the back of my closet. Can you rock it?
