Ornate Filigree Brooch - Vintage ?

This is a truly amazing brooch. So much intricate details. Multi layer to give a nice 3D effect. Not sure of metal since it is not stamped. Have not cleaned in order to keep in original condition.some tarnish showing on back pin that can be seen in photos. The only one I have ever seen like this.
