Parisian shorts size 3

A pair of Parisian off-white shorts with pink and blue flowers and green leaves Size 3 but they fit small, maybe like 00. Please check the measurements. 98% cotton, 2% elastane so they have a little bit of stretch. Waist: 10 3/4 inches across Rise: 9 3/4 inches Length: 10 inches Leg opening: 9 1/2 inches Please note creases in the fabric over the zipper (could be ironed out) and some stitching beneath the zipper is coming out
