Parisian shorts size 3

A pair of Parisian black shorts with yellow and blue flowers and green leaves Size 3 but they fit small, maybe like 00. Please check the measurements. 98% cotton, 2% elastane so they have a little bit of stretch. (tag has been cut off) Waist: 11 inches across Rise: 9 1/2 inches Length: 10 inches Leg opening: 10 inches Please note creases in the fabric over the zipper (could be ironed out)
