Pepper & Zoe floral twirly skirt

Waistline is just under 15 inches (not stretched) Very stretchy material and stretches out to 18 inches on waist The smallest pull in fabric on back not noticeable when worn. Last picture from top of the skirt to the very bottom is 24 1/2 inches
