Plaid dress

Size small navy and green plaid dress from Forever 21 Has a black Peter Pan collar. Skirt has two layers: inner layer black and exterior chiffon with plaid pattern. Has two small belt loops on either side, but does not come with a belt. For length reference, I am 5’0” and this dress falls ~3 inches above the knee.
