Polka dot dress with short puff sleeves button front flowy flared skirt

2000s lightweight flowy fabric dress with a black and white dot print. Short sleeves with a bit of volume at the cap. Buttons the whole way down the front like a dress shirt. Chest pockets with flaps. Slight flare that adds fullness and movement to the bottom of the dress. In great preloved condition. Tag says size 8, but I think it's closer to a true 4. Could fit sizes 2-6. Photographed on a size 2 mannequin.
