Polkadot knit jacket

This is an unusual piece I picked up one day in Manhattan. It works as office wear, but there are no buttons -- you tie the jacket at the waist. The sleeves are three-quarter, with cuffs you can roll up. It's eye-catching. I'm not sure what the fabric is: some sort of stretchy knit.
