This is a Rebecca Taylor floral ruffled long sleeve peplum top. It’s got buttons on a ruffle placket down the front and a peplum button that has two tiers. It’s ties up at the waist. The top above the bust and the shoulder is sheer along with the arms but the body is lined and not see through. It’s a size 2 and in excellent condition.
