The garment is damaged as the under skirt is ripped. It could easily be mended I just don't have the time and the skirt is not my size.
I included the damage in my pictures.

hi! the lining is torn a bit down the side, it wouldn't be difficult to sew it up I just haven't found the time to do it.
the waist measures 14.25 inches laid flat which is about 28 or so inches around
the length of the skirt is 31.5 inches
I am 5'9 and it goes to the middle of my calves.
it could fit a 28.5 waist but it may be a bit tight.
