nancyswan429 @jamiemtyler54 I have put additional pictures to show the maximum the waist (hips) could be stretched. It is a dolman sleeve.

nancyswan429 @jamiemtyler54 I just tried it on to see how it fit. It’s stretch and the band around the bottom is meant to be pushed up so it fits just below the waist. My hip measurement is very close to the same as yours.
