Reversible blue/black cowl neck top

This is a great top that can be worn two ways! There are no tags. It may be hand made (?) Looks to be excellent quality with a sweatshirt type fabric. Cotton polyester blend I would say. New condition. I have guessed at size as Medium but check measurements: Underarm to underarm: 21” Length from shoulder to hem: 26”
