@olegvmdv Thanks so much for your excellent question. Although there are no official "CSA" markings, the toe section does seam to be very "hard". Unfortunately I can not determine for sure if it is outfitted with a STEAL or a COMPOSITE CAP without slicing them open. ;-)
I can guarantee however that they where standard issue boots for the local municipal police department. They were a little bit too small for police officer in question.
