Ruffle hem black and white floral print skirt

Cute skirt bought from UO a couple summer ago, zipper closure at the side Only worn a few times since it fits a bit loose at my waist. I wear a 26 in jeans and the skirt stays up but sits a bit lower than I found flattering, so would be ideal for 27-28 waist if you like it to sit higher like me!!
