Seraphine Maternity maxi dress smocked bodice blue floral Size 2 but fits M/L

Seraphine maxi dress smocked bodice. The thin shoulder straps unbutton at the front. Smocked off the shoulder sleeves. Slits up each side. Unlined. Good condition. The size is US 2 which, according to the brands size chart fits a bust of 32” and a hip of 36”. The mannequin wearing the dress measures a 37.5” bust, 30” waist and 39” hip, however the smocking is stretched pretty tight. A 34” bust would fit comfortably. Length from shoulder is 53” Questions?
