Signature Collection Sheer Orange Shirt/Dress

NWOT, Signature Collection sheer orange shirt/dress. It has a double layer, with the sheer layer extending about 10” longer than the base layer (shown in the last photo). I think this is supposed to be worn as a shirt with the sheer extending over a pair of pants given that the base layer would only cover the torso area. Ptp:17” Length: 34”
