Silky wrap around skirt

Blue and gold paisley patterned skirt. Two layers of fabric. Two loop holes. I don’t know how to tie it. Polyester. Made in India. Good used condition but there is some wear on the hem. Measurements are approximate. Length is 37”. Waistband is 46” to be wrapped around. Plus the ties.
