mrsmike1996 HI. The skirt is lined and isn't elasticized at the waist. The waist is a 2.5 inch fabric wide band with 2 bottons at the back and zipper. The length is 39 inches and the waist is 13.5 inches. For reference I am 5'3 and 126 lbs. It fits me perfectly. It looks great with a body suit or any evening top.
