Sleeveless velvet, multi patterned best shirt, HGWU brand sz small

Can’t find anything close to this on the Internet. It is a Austin Powers type vintage, best original vintage, velvet multicolored, multi patterned tag it says HGWU but it has been cut off. I would say size small spectacular little shirt there is a clasp missing on the bottom chain, changing it to the others button on the bottom of the shirt.
