Summertime dress or shirt

This is a cute summertime dress with the waistband that forms to your waist, personally I would not feel comfortable wearing this as a dress as it is quite short but it’s also not my size (I’m small to medium for reference) so someone who is extra small Could fit as well but I can’t guarantee anything. I’m not sure of the original prices I can’t find it online so make me an offer.
