So basically people list their items for various reasons and you can make an offer on any items or sometimes sellers will send offers to people who "like" (heart at top of page) with a discount etc. If you want to buy something you can either just hit the buy button at the bottom of the listing or if you'd like to offer a different price that what the item is listed for you can do that by hitting the "offer" button - it's then up to the seller to accept, decline or counter.
