TIBI Natalia Peplum Backless blue & black flower cocktail dress size 4

Tibi. Beautiful gem of a cocktail dress. Really sad to let it go -- worn twice, at a ball and Christmas party. Blue and Black, silk and wool with acetate lining with flower details, made in China. Highly structured dress, "poofy" at the waist, ballerina look, mini (3-4 inches above kneecaps for me). Too small for me. It is in perfect condition.
