Torrid 1 black floral skirt

got this I think from here, but it came with the weird stuff on the outside that didn't suit it so I cut it away. there is small areas that could be left alone or cleaned up (Pic 2) it's super cute, and I'd keep this if it fit, but since I need to drop a few sizes first figured I'd list it.
