Tube short summer dress

Thick elastic top with another elastic waistline. Material is likely polyester however tags have been removed. Washes and wears very well - worn for approx 15 years. Color of the first photo has been brightened to match how bright the royal blue color is in person. Waistline has a second material lining “flowy peplum style” tried to photograph to demonstrate.
